For more than two decades, Central Indiana Real Estate Investors Association (CIREIA) has been the largest non-profit real estate investor group in Indiana providing educational and networking opportunities to real estate investors and general public.
Misson Statement: CIREIA exists to provide quality education and networking for real estate investors and to promote ethics and integrity within the profession and throughout the community.

Gary Hippensteel - President
Gary launched his real estate investing career in 2000, when he began to assist his parents with their small real estate investment portfolio. As the years passed, he began to notice an increase in volatility in the job market for his industry, and began to consider how he could control his own destiny. His educational and work background had been in supervision and project management in the logistics and warehousing industry. He began to invest in himself and his education by learning first hand from both local and national real estate mentors and coaches, and continues to be advised by top real estate investors today.
In 2005, Gary became a full time real estate investor. He has completed specialized training in short sales, lease options, basic asset protection and tax strategies, self directed IRA investing strategies through real estate, buy-and-hold strategies of land-lording, as well as rehabbing. He founded Solid Foundation Investment Properties (SFIP), Inc. in 2006, as a real estate investment company. SFIP, Inc. specializes in the redevelopment of residential single-family properties in a turnkey system. This system is built on strategic relationships with private lenders, joint venture partners, and business associates who have the same mindset as Gary. SFIP, Inc. sells properties to both retail buyers and investor buyers who provide a quality end product with both equity and cash flow.
Though not a financial advisor or a securities dealer, through SFIP Inc, Gary focuses on developing investment opportunities for individuals who have both the desire and financial ability to invest in real estate, but prefer not to manage the details due to geographic location or lack of time or knowledge. Through his proprietary DST system for providing Due Diligence and his keen eye for detail, SFIP Inc’s private clients participate in real estate investments that provide opportunities with ROI/Joint Ventures, equity, and cash flow executed through various transactions, including private mortgages, land trusts, equity sharing and joint venture agreements.
Gary received his Bachelor of Science Degree in Organizational Leadership and Supervision from Purdue University in 1990. As a participating member of CIREIA, he earned the coveted Professional Housing Provider (PHP) Certification in October 2009.
He is also the CEO and Founder of Solid Foundation Investment Properties, Inc.

Caroline Hamsa - Secretary
I grew up in the United Kingdom, where in 1990 I received my B.A. with a Joint Major in International Marketing and Languages. I am fluent in French and Spanish. Whenever possible I travelled to as many different countries as possible. I have lived and worked for at least one year in England, France, Mexico, Japan and now the U.S.
In Mexico, I managed the office of an Indiana based engineering company. In 1995, I was transferred to their headquarters in Indianapolis. I have been married for 20 years. We have two amazing children, ages 12 and 15. While living in Indiana, we started a Translation/Interpreting business. I still do translation and interpreting work within the realm of real estate.
In 2001, I started in Real Estate with my first cosmetic rehab, which I rented and later sold retail. After a few years, I discovered the possibilities of creative real estate investing. I finally stumbled upon CIREIA in 2005, which changed my real estate business forever. In 2012, I was awarded my Professional Housing Provider designation.
My main strategy has been to buy and hold in the Indianapolis area. Due to my continuing real estate education I have been able to acquire properties using different strategies including Subject-To, Lease Options and Land Contracts. I have worked with Section 8 tenants, but I focus mainly on selling either on Lease Option, Land Contract or Retail. I am also involved in the buying and selling of rural vacant land. This area of real estate has proved challenging but rewarding.
As a CIREIA member, I hope to get to know as many of you as possible. And as a CIREIA board member, I am here to assist you in any way I can. Your membership will serve you well if you network with as many of our members as possible. Please don’t hesitate to approach me at CIREIA events, sub-groups and meetings.

Ryan Blakley – Treasurer
Ryan Blakley has been in business and financial management for the past 12 years and supply chain management prior to that. Ryan created and developed the real estate banking programs for both Old National Bank and RBS Citizens. Ryan has top tier experience in working with residential and commercial real estate investors in initial funding, cash management, and cash flow controls.
In his career, Ryan has won multiple corporate awards for excellence including Manager of the Year honors. Ryan credits his professional attitude to the solid example of his late father who raised him to value honesty, hard work, and service to others.
Ryan holds two Bachelors of Science degrees from the University of Evansville, one in Economics and the other in Finance. Ryan was also a Physical Therapy Assistant and Combat Medic for the US Army.
Tony Fesi – Membership Chair

*CIREIA membership since 2007. Rehabbed (“Flipped”) multiple homes successfully, completing projects for self and other association members & non-members.
*2009 Transitioned into Wholesaling due to changing market conditions. Invested in1st Boot camp with Vena Jones-Cox. Recognized in WSing for well documented Due Diligence, reliable Rehab numbers with high degree of Buyer & Seller satisfaction, with several “Seller Financed” Deals.
*2009 1st CIREIA Membership Ambassador responsible for bringing in dozens of new members. Founded & cordinated 3 Habitat for Humanity builds that allowed for much needed “Hands-On” PHP credits for members
*2010 started on 1st rental in portfolio (and building) and became Private Lender for CIRIEA Board members.
*2011 Elected to Board as Membership Chair-responsible for substantial increase of membership and vendors.
Also created & implemented new benefits for members with the RE101-Pre-Licensing program that allowed members to get a jump start on RE educational foundation that would also allow members to become licensees.
*2012 July Awarded PHP designation with over 400 hours and counting.
*2012 Became Licensed Realtor® & Recruiter for the Vital Equity Reality, LLC with Jeremy Miller-Principle Broker & founder of Vital Equity & Tax Appeal Now.com.
*Scheduled completion transition to Licensed Broker Jan. 2013.
*2010 & 2012 attended OREIA Conferences. 2011 Attended ORIA Leaders Conference for Board members.
*Additional Real Estate courses attended: Wholesaling & Advanced Marketing–Vena Jones, Cox, Rehabbing Right-Jerry Fink, Rehabbing for Cash-Robyn Thompson, Land lording on Autopilot & Buying without Banks-Mike Butler, numerous courses acquired that did not offer “boot camps” and various subjects.

2013 personal goals: to continue to use wholesaling to build a portfolio of rentals & RTO’s to build both immediate income and long term capital within Real Estate. To expand areas in RE to work with members to offer Realtor® /Broker services with HUD & REO deals and to offer low commissioned alternative to market completed projects on the BLC® . 2013 will have expanded roles in education within CIREIA, and to build membership and vendor base to new levels. To resurrect the Habitat for Humanity program and to assist in formation of and building into roles for CIREIA in public relations and the political agenda of Indiana REIA and to create new paths of educational opportunities and programs to other Indiana State REIA chapters and to aid in formation of a state Indiana REIA.
Hobbies: Taught & competed in Ballroom Dancing for Arthur Murray, involved in racing Motocross from age 12, Go Kart Racing for10 yrs., and Formula 500 racing for 6 years. PADI Certified SCUBA diver and all around thrill seeker. Dancing with the Stars Fan, approaching his mid-fifties and still single.

Rex Laing – Education Chair
Rex has invested in real estate since 2005 and his projects have included Rehabs, Short Sales, Lease Options and Property Management.
Rex has served since 2008 as the Preferred Housing Provider Coordinator. He has worked in conjunction with Debbie Green, CIREIA’S Administrator, to create an educational curriculum and accreditation system to help all members strive to achieve their PHP certification.
As Education Chair Rex will create high quality educational opportunities for CIREIA members that will build relationships within the club and with community and government organizations. It is his vision to educate CIREIA members in all aspects of real estate investing.
Rex and Christy, his wife of 23 years, have four children and reside in West Central Indiana.
Kathryn Ransburg - Legal Affairs
Kathryn is a lifelong Hoosier and has spent most of her life in and around Indianapolis. She received her B.A. from the University of Indianapolis with a major in Business Administration and a double minor in Economics and English. While attending the Indiana University School of Law at Indianapolis, she served as Co-Justice for Phi Alpha Delta and was elected to the Who’s Who Among Students in American Universities and Colleges. After receiving her J.D., she worked with several Fortune 500 companies on large litigation cases including Cinergy, Eli Lilly and Shell Oil. During a hiatus from the practice of law and a relocation to Phoenix, Arizona, Kathryn worked as the Arizona Director of the legal placement division for Robert Half International and was the Assistant Executive Director for a small group of charter schools in Phoenix where she served as the human resources director, parent liason, and No Child Left Behind administrator.

Debbie loves people and with CIREIA she has been working with some of the most knowledgeable and creative investors in real estate. Her past history in employment has been developing solid business relationships and was recognized in the past for pioneering new processes in management.
